Public sector innovation is often discussed in terms of ambition. Strategies, funding commitments, and political intent are usually not in short supply.
What is far less visible, but far more decisive, is the institutional infrastructure that determines how experimentation actually happens.
This becomes particularly clear with AI.
AI development depends on iterative testing, access to data, and rapid feedback. Public sector environments, by contrast, are shaped by strong safeguards around data protection, procurement, and system stability. These safeguards are necessary, but they often push experimentation into informal or late-stage settings.
The consequence is a structural mismatch.
Teams lack access to the tools and environments needed to test and prototype early, so ideas remain conceptual for too long.
Validation happens only after vendors or technologies are selected.
Risk surfaces downstream, when reversal is expensive and politically hard.
Recently, working with Zaizi, we facilitated an AI sandbox hackathon designed to explore a different approach. The key objective was to show how rapid innovation could solve real-world operational challenges.
Designing for Safe Experimentation
Zaizi’s starting point was pragmatic. They wanted to prove what was possible when teams could build and prototype quickly, in a way that was safe and operationally realistic.
That meant giving teams access to the right tools early, without exposing sensitive data or interacting with live systems. Speed of access mattered more than formal setup.
To support this, NayaOne provided a secure digital sandbox purpose-built for early-stage validation.
Teams were able to move from ideas to working prototypes quickly, testing AI-enabled use cases in an environment that mirrored real-world conditions while remaining fully isolated from production.
What Changed in Practice
Once the hackathon began, teams moved directly from ideation into building.
Because the environment removed common institutional blockers, cross-functional collaboration emerged quickly. Technical specialists and non-technical participants could work hands-on with tools and data to start prototyping, rather than relying on abstractions or second-hand documentation.
Ideas were evaluated through use, not debate.
Assumptions were tested immediately.
Failure became informative rather than reputational.
From a policy and innovation perspective, this matters. Fast experimentation is compatible with strong governance when controls are applied proportionately.
Outcomes Beyond Prototypes
Teams produced working prototypes that addressed real public sector challenges. These outcomes mattered. But just as important were the organisational learnings generated through hands-on experimentation.
The hackathon showed that when experimentation infrastructure is deliberately designed into the system:
- Learning cycles shorten dramatically
- Vendor and technology risk becomes visible earlier
- Decision-making improves through evidence, not assumption
- AI-enabled innovation can unlock meaningful operational benefits for government and public services, from efficiency gains to improved service delivery

A Broader Implication
Public sector innovation often stalls not because institutions resist change, but because teams lack safe, practical environments to explore uncertainty through real work.
Digital sandboxes, when designed properly, are not innovation theatre. They are enabling spaces where teams can experiment rapidly, build and test solutions, and tackle real public service challenges without exposing live systems or sensitive data.
As AI becomes more deeply embedded in core public services, this ability to give teams a safe space to learn by building, rather than debating, will become increasingly important.
